The opportunity:

 

This is your chance to be at the forefront of the newly formed Combined Authority (CA) for York and North Yorkshire to develop the skills of our residents through the Adult Education Budget. You’ll be part of a small multi-disciplinary analytical team with a pivotal role in preparing and transitioning for the York and North Yorkshire CA to take responsibility for the devolved Adult Education Budget. You’ll be closely working with colleagues both internally and externally to lead and develop a commissioning framework to ensure the CA has the funding and contracting arrangements in place to allocate funding and establish provision that meets the strategic priorities identified in the CA’s Strategic Skills Plan.

What you will bring:

 

To be successful, you will be educated to degree level or have demonstrable equivalent experience, have in depth knowledge of commissioning frameworks, and knowledge of commissioning and contracting processes for adult skills. Experience of working within strict education funding guidance and have a high level analytical and IT skills sufficient to manipulate and create documents and spreadsheets and databases to interrogate and analyse data for performance measurement.

 

You will also possess:

 

  • Excellent written and verbal communication skills with experience in disseminating information via written reports and presentations to a wide range of audiences in terms of both size and composition
  • Prioritisation skills with ability to manage multiple projects and deliver within required timescales.
  • The ability to establish effective working relationships, both internally and with a range of external organisations.

We are looking for candidates with commissioning and procurement experience and would welcome applicants who have had experience of adult education funding, but full training will be provided on Post 16 Adult Education System.
